Work vehicle maintenance, am I on the clock?

I work for a large nationwide corporation and drive a company vehicle to job sites around my state, usually racking up plenty of miles each day of my work week. Just yesterday I had vehicle maintenance performed which included oil change, new brake pads/rotors, tire rotation and 1 tire replaced based on tread depth. My manager scheduled this for half the day, I then had 2 job sites to get to in the afternoon. The vehicle maintenance ended up taking until 5:15pm when I finally got a call that my vehicle was out for a test drive and I could head that way to pick it up. Today I received a call from my manager saying that since I didn't work yesterday I would most likely need to take PTO for the entire day I “missed”. I had tried to set up a rental vehicle for this day a week…

I had tried to set up a rental vehicle for this day a week or two prior but the request got denied by our companies fleet manager, I even offered to use my personal vehicle to run the calls should the maintenance run long, also denied. So I was stuck without my company vehicle and had to contact our dispatch to reschedule the stops I had on my schedule. I had my hours clocked from my normal time I leave in the morning until I picked up the van at 5:30, clocking out for a 30 minute lunch as required. What is the appropriate way to handle this?
