16 y.o. sons first job as a camp counselor, they made him drive a van full of kids one town over

The dude just got his license a month ago. Apparently all the people they hired to drive have quit so they asked him to do it. Legally he can only have one person under the age of 18 in his car. I told him to refuse next time and call me to handle it if they persist. This is for a parks and rec dept of a major city in our area. Just wanting the internets thoughts on this.
