3rd party recruiters and contract work

So, I turned down an offer today that just sketched me out. It was through a third party where I'd be a contractor on their behalf working for the city I live in. If it was a direct offer from the city and even a contract role I'd be down. The aspect of working for this nameless entity between us just struck me as odd. As they really didn't do anything to sell me or explain to me why they needed to be apart of the employment. Has any one experienced this or worked with one of these companies? Also, I didn't apply, they contacted me. Which can be nice, but also struct me as odd.
