Manager sends out a contact sheet with all my coworker’s personal numbers

I just came back from PTO when I saw this in my inbox. It makes me extremely uncomfortable that this was done. Especially since we have a work number that can be used to contact us (we work at different sites). This is the first of many unprofessional things our manager has done. I want to bring it up, but I’m afraid of retaliation since our team is pretty small. Any advice?
