Advice on receiving backpay

I live in Texas and work for an employer that pays through a combination of hourly and tip share. This job has a few different stations you can become “validated” on, where after you have been trained and quizzed by a manager, you are supposed to receive a $1 raise on top of your hourly. While most people get the raises applied on their next check, some of us are checking our statements and seeing that these raises are not being applied for months in some cases, in which case we have to ask to get it fixed. One employee today found out that the $2 an hour he should have earned months ago was never applied to him, and I am in a similar boat. I'm already in the process of finding everyone who is owed a raise and subsequent backpay, and we will be confronting management in the near future. My questions are what organization should we report to if we do not receive our backpay, and who can we talk to before filing a report for more information on our applicable labor laws in this situation?
