Explain this rail strike thing like I’m 5

So, rail workers wanted stuff and threatened to go on strike. Government signs a piece of paper that doesn't give them stuff. And somehow people are pissed while media say that the government “averted a crisis”? How does this change anything at all? The rail workers are going to strike now, since they didn't get the stuff, right? Can anyone explain how the government saying “we're not going to give you stuff but please don't strike anyway” is supposed to avoid a strike? Isn't the whole point of a strike that the higher-ups don't want a strike??
