Shameful salary offer from private university

Hey everyone I just got offered a job at private university in Atlanta and the offer was a whopping $17.50. I’m upset and feel defeated. Mind you I have a bachelors in chemistry and laboratory experience. The livable wage in Atlanta is no less than $25 an hour. When they offered me the position the title for the role was lead research specialist” but the next day they called that I didn’t meet the minimum requirements necessary for the job but not to worry because they still want to give me the job but without the title of lead research specialist. They made me reapply for the new role and offered me less than I am making at my current job at $20 an hour.

My current job is a temp job and is a dead end job within the same university system. It offers little benefits and will not pay me for the week we are required to have off for Christmas through new years. I have been looking for other jobs for months with no success. Nowhere is hiring. I have no choice but to take this job offer.

I need help negotiating a salary that is much closer to what is required to live in Atlanta so that I don’t starve to death.

Who do I negotiate salary with? The hiring manager? HR? Can I negotiate other things like over time hours?
