Friends employer disregarded claims of harassment

Looking for next steps for an old colleague/friend. She was pulled into a meeting with HR and HR strong armed her into agreeing to never use the word harassment again. Her peers were essentially harassing her about how many hours she works and how they have to pick up all the slack- she had recently gone part time due to childcare needs. She told them not to harass her. HR told her it was disrespectful to use the word harassment and when she asked what they wanted as a resolution to the meeting, they told her to never be disrespectful towards anyone there ever again. (essentially ignore any and all future harassment) She gave her notice but what would be potential next steps for her? I feel like this was wrong on so many levels.
