Asking For A Raise – Advice

Not sure if I am allowed to ask this here..but I will try and see what your opinions and advice are. My partner wants a raise – he is due for one,and is pretty sure he makes less than people who have less qualifications than him. He has tried to bring it up only for his boss to use the typical deflection, change of subject, even bring up how she hasnt had a raise. eyeroll (Also, you are the Head Manager, I am sure if you havent had a raise,it is because you are already comfortable and happy with what you have, seeing as you are in charge of your department.) He is going to be leaving ASAP, but he deserves a fucking raise and I think her way of changing the subject and avoiding these conversations is something that reflects SO badly on her and the company. I think talking with the next person up is the way to go. Advice?
