Manager lied about base salary

I was hired almost a year ago as a part of a 1 year contract-to-hire role for my company. My base salary was 70 k as an hourly employee (40 hours a week with 1.5x OT). I had health insurance through the agency but no 401k match or PTO or paid holidays. My advice to anyone considering a contract-to-hire role is to avoid it. I was basically a full time employee but without any benefits. IMO this type of work arrangement should be illegal. I only took this arrangement because I graduated in the middle of the pandemic and was desperate for a job. Once I join the company as a full time employee I will become a salaried employee and get 401k match and PTO days. A month ago before my contact ended my manager verbally agreed to raise my base salary to 75 k. However, how a week before my contact ends my manger told me my base salary would only be 72 k. My company typically gives raises in July and bonuses in March. My manger justified the lower salary saying I should be eligible for a bonus which would bring me above our previously agreed base salary. However, it’s not certain I will get a bonus because they are usually only given to salaried employees based off the last year. (My estimated bonus would be around 6-8 k) My manager said I should be able to raise my base salary at or above out previously agreed amount of 75 k in July. I’m skeptical of these claims and feel like they will likely cheat me out of my bonus and salary raise. I know it’s not a huge difference in money but I’m more upset about being how dishonest my company has been with me. Really needed to vent and show another example of how disrespectful employers can be.
