Are you required to be paid if you are on call?

I just recently found out that my friend doesn’t get any compensation when he has to take call. If they do get called, they can complete the tasks from home, but this still doesn’t sit right with me. Shouldn’t they be getting paid for taking call? We are in Colorado if that makes a difference.
