I have a problem and I need advice

I work at an assisted living facility as a coordinator. I am the one who does the logistics, gets the groceries, schedules the caregivers, runs the financials, and makes sure that facility has what it needs to function. This isn't my first job in this position, so I am well aware of what to expect. Right now, as with most all of healthcare positions in our area, staffing is terrible. So when people call out sick we don't have the staffing to cover those shifts and I am called in to work the floor. I don't mind doing that, I enjoy working with the residents. The thing I hate is that I am taken away from my duties and not given the adequate time to keep things moving like they should. These last two weeks were especially hard. These last two weeks were especially hard. I haven't been able to get anything done, nor have I had a full day off in two weeks. When I finally put my foot down and told my boss she needed to work the floor so I could get time for my own personal needs she called it “insubordination.” When I was hired, I was told that when I wasn't on the on-call schedule, I should feel comfortable not answering my phone (was told this by HR), but now my boss says I should always be reachable at all times. I have already reached out to HR once and they called her on her shit, but she is still at it. I like my job, and I would like to do my job. I am just not sure how long I should put up with her BS or what actions to take. I even had the executive director telling her she was out of line and yet still no lasting change.
