Stuck in the middle

So I took a new position where I have 2 employees that report to me, but I don’t have supervisory responsibilities over them. I’m the middle man, non-management and union protected. One of the tech’s has been around 3 months longer than I have, and he is giving me the most problems. He has become increasing difficult to work with, and it has become obvious he does not have the correct skill set to perform his job. Every job assignment is met with push back as to why he can’t do this job, normally I would refer to my/our supervisor but he is not a very competent leader and doesn’t know how to document these deficiencies. Well this week it escalated to a false accusation of assault in the work place. I’m done, in fact I’m beyond done.
