Need advice: Wife’s employer potentially withholding wages.

My wife is a freelance writer for an article-based website, and they recently made changes to their payment policy. It used to be you got paid every time you submitted an article, with a bonus if you submitted 30 articles in a month. Recently, they changed their policy so you only get paid when they publish the articles, but the submission numbers still count toward bonuses. To my mind, this is illegal, because they’re expecting the writers to submit the same number of articles, but they’re only paying them when they get published. Is this normal, or is this something that should be reported. In case it matters, the company’s HQ is Canadian.
