No choice but to throw coworker under bus?

I work in a very small company branch, where the “main work” is done by ~3 individuals, and the remaining folks basically exclusively support us 3 and the facility operations. Our work is specialized/can't be done by other employees, and needs lengthy training. One of the “main” ~3 employees told me she is leaving before end of summer, and the same applies to me. This means that the last 1-2 people will basically drown, because no work can be done by anyone else. How can I notify HR (remote) of the impending shortage without our manager knowing to avoid any malicious tactics/retaliation? Should I even do it? How can I tell the 1-2 people who will be affected without making them panic. I am also not very close to them, but feel guilty. AND to add to that, I fear it might become a “who will leave first” war because…
