Help! Employer allowed to be tipped out (Canadian Restaurant)

Hello, I work in a restaurant in Quebec where the owners also work both as a server and the chef. We use a tip pool system, where the tips are split 50/50 between the front and back and then divided between each person. When the owners work, they are included in the tip pool for the hours they worked. Is this legal? Struggling to find answers online. TIA 🙂
