Does anyone else’s job handle PTO this way?

My job has a really frustrating way of handling PTO vs Sick Pay. If I use a sick day, I just report it and get paid like normal. If I use PTO, apparently I do NOT get paid for the days I use until my yearly anniversary. At the yearly anniversary, I either get paid back all the PTO days I used or didn’t use. So, if you don’t use any vacation days all year, you effectively get a free paycheck. This is really annoying because it feels like they’re penalizing you for going on vacation. So not only am I using PTO to presumably spend money traveling somewhere else, I’m also LOSING money by going on vacation in the first place. The fact that they’ll pay you out if you’re sick but if you take a day off is absolutely ridiculous and something I’ve never dealt with before.
