Manager pushing me to apply for a position

I’m working in a company just over a year and I’ve expressed to my manager on what my goals are. I have told him that I really want to move out of the position I am in and go for a position that will lead me to my goal. Recently, two new positions have come available in the team. One of them lines up perfectly with what i’m looking for. The other one does not. I told him that I don’t want to apply for the one that doesn’t align with my skills (based on the description) however he is pushing me to go for it and telling me that I might not get the other one. The problem is that I don’t want to go for something that I don’t have much experience in. The other position is so much more attractive. I don’t want to piss him off…

I’m not sure if they are pushing this onto me because they can’t find anyone else? If I go through with it and HR make me an offer, can I decline the offer without screwing myself for future opportunities?
