Why aren’t performance reviews for supervisors/managers standard practice in the workplace?

Throughout my career, I’ve had yearly performance reviews from my supervisors where they tell me all the things I do well and need improvement on. It tends to be basic, being rated on a scale: average, above average, needs improvement, not applicable. But why can’t employees do the same? I have never been given the opportunity to share feedback on my bosses. We do this in college at the end of semester (professional evaluations). I’d love to see this become commonplace but I won’t hold my breath.
