PTO should count as time worked

I found out recently that PTO doesn't count as time worked, so this means I don't get paid overtime during a pay period I take PTO. I know this isn't legally wage theft, but morally it feels like it is. I just think it's bs because I didn't want to stay late that day, and saving some PTO doesn't give me back the time from that day I had to stay late. What's my incentive to stay late and finish my work if I'm not going to be compensated because I have PTO that week?
