Creepy coworker behaviour has got worse after being spoken. My line manager is friends with him and HR is not beong helpful…

I have raised the issue with my manager a few times and although he has acted impartial, he has agreed with me on the points that the coworker's behaviour of staring, lingering and asking me questions that feel borderline stalking (such as, where I have you been, I haven't seen you in a long time, will you be back here more often?) I have seen my manager with this guy on a smoke break and heard that they went to see an exhibition together. After finding this out, I don't feel comfortable with my line manager handling this and requested this be moved to someone else (in this case my manager's manager). Now initally when I raised the matter, I told my manager that when addressing the issue with him, don't let him know that its me and just say its someone from his department. He agreed to this and I know he didn't mention my name.

Now that its been raised with upper management (who enforces HR policies as we don't have a HR department), they said that they think his actions has excerbated because creepo doesn't know who it is..and when it comes to esculation and taking further action they have to disclose my name and this is due to HR fairness where they have a duty of care for my wellbeing as well as his. I continued to express my concerns for my safety expressing if he knows its me things could become worse and it clearly is the case right now as he is continuing whereas I would have expected him to change his behaviour. I did e,press how I wouldn't feel safe to continue working here and got upset. They reassured me that they want this to stop and will give me some time to think about their approach and next steps. I'm feeling very disappointed and think its best to quit but I don't want to give up at the same time..just thinking if its even worth it…
