Would I be overstepping my boundaries telling my boss why we can’t get new people?

We can’t get new people in because we offer $11.50 an hour to start. We have a skeleton crew and the only people applying/interviewing are doing so for unemployment benefits/job hopping (don’t blame em.) We are all suffering because we are short staffed. I only work three days a week because I do contract work on the weekends and I’m still burnt out from busting my ass to get the store in shape since a lot of the workers we DO have know they won’t get fired and slack off. Is there a way to approach my managers as a regular ole cashier and propose ideas to get raises for the old crew and raise starting pay for the new hires without overstepping boundaries? TIA!
