We’re not allowed to go overtime, but we’re expected to stay until nobody sees us leave?

I'm baffled and not sure how to approach this. Yesterday my boss texted me to come late because I was too close to overtime. This happens almost every pay period because my coworker is usually 10-20 minutes late and it adds up fast. I honestly don't have too much of an issue with this overall… IF I'm getting paid overtime for it, which I don't if I'm asked to come in an hour late (or at least I get much less). Fast forward to this morning, manager asks to talk to me. They tell me that I shouldn't leave if there are guests waiting to check in because it appears like I'm trying to avoid helping them. Last night I left 5 minutes after my shift ended because the guest who was waiting didn't have the card and her sister was coming in with it. I waited 10ish minutes, but…

My coworker (who is also the one usually late) seemed a little annoyed but didn't say anything.

I genuinely like my job, my coworkers (even the ones that are late, one lives pretty far away and another has like 5 kids so I know it's not on purpose and I don't mind cutting them some slack, they're good people), and my managers here, more than I have at any other job. So while I know this sub is typically dedicated to hating on our overlords that isn't what this is. I'm just baffled. In the hotel industry it seems like people I work with are always shocked when I want to leave when my shift ends, or even close to it, but this just seems like a no win scenario. I can't get overtime, but I also can't leave on time. Do they just want me to work for free? I don't get it.
