Made a verbal agreement for my compensation & now they won’t grant what was promised. Thoughts?

Hey! When I was first hired at my job, the ad listed $20. Manager asked me on the phone if I’d be okay with $19 to start & $20 in January of 2023. I was kind of desperate lol so we agreed. I was a dumbass because I didn’t get that in writing. It’s almost a year later & no $1 rate increase. I asked my manager about it a couple of times & got vague answers like “I’m working on that”. Went to payroll & the regional manager, they said that’s not in the cards & that my manager had told them it was “something we were going to work towards, but was never promised” which was a lie lol. I honestly don’t think there’s anything I can do as far as seeking recourse since it was only a verbal agreement, but I wanted to check. It sucks because I like the company I work for & the only options I’m seeing are transfer within the company or go somewhere else entirely :/
