my current boss won’t approve our time off and is now enforcing a no coverage or switching shifts policy. how is this reasonable?

Emergencies happen. Doctors appointments. Life. Car crashes. How the fuck are you supposed to work at a place where you let them know 1-2 weeks in advanced the days you are unavailable and they refuse that on top of refusing allowing any shift switching or coverage? Why are there actual idiotic managers out there?
