After 4 engineers left my department hires more managers

For background A lot of the work we do is proprietary and comes with tribal knowledge(which is dumb) so when these managers start they have no knowledge of what we do and how it gets done. So we found ourselves in situations where we have to constantly make high up decisions and deal with the results for good or bad while our manager sits in meetings all day. We’re 6 months into this now and I’m not even sure what they even contribute to my department. We’re constantly busy, overworked and need coverage so they hire managers as the answer. So now we have more managers than engineers. If you were to come to my office you don’t see engineers walking around talking and planning, going to events, it’s all management. This can’t be productive. Nothing against managers but hiring more from the outside when we’re super busy can’t be…
