Previous Employer Claims I owe them for overused PTO but won’t let me see the PTO policy

My previous employer is claiming that I owe them for overused PTO after I resigned. When I asked HR about the PTO policy, they claimed that eventhough I received all of my PTO hours in the beginning of the year that it's actually accrued. The benefits package I was sent with my offer letter states employees receive a PTO bank but they cleverly added a clause that states the PTO policy can change at any time. So I asked HR for the PTO policy document with the effective date to see if the current policy actually applied to the time I was employed there but they refused to send it to me. I tried reaching out to a lawyer for help, but according to them, the amount of money in dispute here isn't worth their time so I'm fighting this on my own. Just want to know if anyone has…
