Is work trying to get rid of me?

I work a zero hours contract, up until this point I have been consistently getting a minimum of shifts e.g. two days a week. To preface thid I have to say I am sometimes late and have been swapping or giving away my allocated shifts but I always make sure to look for cover if I need to swap. I have recently raised a grievance due to a colleague making me feel uncomfortable from staring and lurking. This person has been spoken to informally and I have asked to remain anonymous. I also found out that ever since I raised the grievance with my line manager that he has still maintained a close relationship with the guy in question. To preface thid I have to say I am sometimes late and have been swapping or giving away my allocated shifts but I always make sure to look for cover if I need to swap.

I have recently raised a grievance due to a colleague making me feel uncomfortable from staring and lurking. This person has been spoken to informally and I have asked to remain anonymous.

I also found out that ever since I raised the grievance with my line manager that he has still maintained a close relationship with the guy in question. I felt extremely disappointed by this and have moved the matter to someone else to handle. The new person handling the case has been less than helpful, they do everything by the book and act insensitive to my concerns, also they are pushing me to go through with the grievance which would disclose my name and saying that they can only implement safety measures if I go through with the full investigation.

I have left things for the timebeing because I feel wmotionally drained. The case is still open and problematic person has been informed that I won't be taking at this moment.

I put in my availability for the upcoming week but did not get any shifts while other people have gotten 2 or more shifts. So I emailed my manager to ask how shifts tend to get allocated and he emailed back with a very long email to explain.
Some of the reasons that would

-puntuality
-consistency in availability
-reliability (e.g. not swapping allocated shifts as this causes more admin)
-positive, proactive attitude (he mentioned how complaining about little things that are part of the job goes the opposite way)
-People who often get brought up in meetings get shifts
-people who have IT skills, willing to fix printer and tidy workspace get more shifts..

I feel that the above although is fair, I can't help but feel that this is all done personally because I couldn't work the a full shift on the weekend and my manager ended up having to cover the entire shift instead of giving me the option to go early, and I gave enough notice. I know we have staff shortage and the likelihood of me getting the shifts that I want would be higher if I put more availability but I feel I'm often getting the shoft end of the stick with my shifts, working shifts that other people don't want have to do this and I highly doubt that he considers the above when allocating shifts for others. Am I being mugged off?
