Question/Rant about HR

Hey y’all, long time lurker of this sub and recently have worked my way into my first shit job. Long story short, I have around 20 years in this industry and my boss has less than 2 and has never held a manager position. I’m the first person this company has been able to hire with experience in the industry in a long time, I’ve been a huge asset and busted my ass for 3 months. No 3 month review and raise happened, so I started to take my foot off the gas and give them the quality of work that they’re paying for. This has caused my boss to go into a frenzy and is now micromanaging me like no other. I reached out to HR to express my concern with my bosses lack of experience and micromanaging. I was promptly met with a meeting between HR and my boss to discuss my performance. In the meeting my boss had said some excerpts from my email to HR verbatim. After that it clicked that my boss has seen the email I sent to HR. The entire time they just kept saying “but if you have any suggestions to help things run smoother, please let us know”

Is that legal for HR to share my criticisms of my boss directly with my boss?
