Distric manager says we cannot discuss wages

Hello I am a general manager for a gas station owned by a very large corporation. Recently I had two associates with the same title and responsibilities find out they are not compensated equally. I approched my district manager to ask for a raise for one of the employees to match their compensations. He was upset and ask how they found out and that it is against company policy for them to discuss wages and even said it is in the handbook that we signed. He said he has terminated people in the past for this and has threatened to do the same with these two. Is this a labor law violation? What should I do from here?
