Unlimited PTO is just a way to attract more applicants. Am I right?

Is the Unlimited PTO really unlimited? I believe 30 – 35 days of leave excluding local holidays is the best holiday / vacation policy. Why do tech companies even have them? It surely does attract attention of the applicant and give a psychological assurance 'yeah, you get unlimited holidays, blah, blah'. But in reality, has anyone really got more than 25 – 30 days of leave in a year where the company posts 'Unlimited PTOs'?
