Eligible for unemployment ?

My partner has a payroll job with a company based in NJ that was recently acquired by a much larger one based in NY. The company decided to keep them on but with only 1 day notice and said “you'll need to come into our office from now on”. Long story short they tried it out but two hour commute (4 total) is starting to wear them down since they don't have time to do anything after work really then off to bed to do it again. The boss does not want my partner to work in the original NJ office or let them do a hybrid 3 days in NY and 2 days in NJ. So they put in a 3 week notice and were told to sleep on it. Are they eligible for unemployment considering they technically quit? rant: The boss has expressed that it wouldn't be “fair”…

rant:

The boss has expressed that it wouldn't be “fair” for others and suggested they relocate closer but no one in their office has a commute as long as they do and even the wife of one of the bosses works from home. Who can afford a two bedroom in NY anyway?
