Advice Needed: Newly hired manager is making me miserable. Am I overreacting and how do I move forward?

To give some context, I work in a small financial services organization. We currently have 2 partners and 14 salaried employees. The partners recently decided to hire a COO to handle the HR and day to day management of the firm, so that they could focus on bringing in business and doing the core of their jobs. The new hire is ~30 years old and is fresh out of 8 years as a military officer. This is his first civilian role. My professional interactions with this individual so far have been: Being reprimanded multiple times for menial or previously agreed upon things. For example, my schedule is 7:00AM to 4:00PM, but we are given the option of 7:00-4:00 or 8:00-5:00. The partners recently decided to hire a COO to handle the HR and day to day management of the firm, so that they could focus on bringing in business and doing the core of their jobs. The new hire is ~30 years old and is fresh out of 8 years as a military officer. This is his first civilian role. My professional interactions with this individual so far have been:

  1. Being reprimanded multiple times for menial or previously agreed upon things. For example, my schedule is 7:00AM to 4:00PM, but we are given the option of 7:00-4:00 or 8:00-5:00. Over the course of 18 months of employment prior to his hire, I generally came in ~7:15 and left ~4:30-5:00. I never once received a comment from management about this, and my role was sold to me as having a flexible schedule. Since his hire I have been called into his office and talked to multiple times about my unprofessionalism due to when I show up in the morning.

  2. Being denied an annual raise this year despite consistent outperformance of expectations.

  3. I asked about transitioning to 4 10 hour days rather than 5 8 hour days. This is more than feasible for my highly independent role. I was immediately shot down with no discussion or conversation, for no legitimate reason other than militant legalism.

  4. The last and perhaps most frustrating event event occurred when I’ve tried to claim company benefits. Our health insurance policy is hot garbage, and to compensate for this the company reimburse “anything over $2,000 that an employee is out of pocket for a deductible medical expense.” Per the policy I should receive a $220 reimbursement as I paid $2,220 toward deductible medical bills in 2022. Due to a hiccup with the insurance company’s documentation of out of network vs in network deductible expenses I had a jump through a bunch of hoops to try to get this processed. At the end of the day I ended up providing a receipt for every single deductible expense and circling my out of pocket expense on each one. After being forced to jump through hoops I am now being told I still will not receive reimbursement. Understand that this is $220 to a company that brings in $5m+ annually in revenue. As a former auditor, it is less than a rounding error. After all this he talks like he’s doing me a favor by even trying to process the reimbursement. Smug fuck.

Overall my formerly positive experience at the company has been soured by the new hire and his dislike for me from day one. He will be handling my performance evaluations going forward. Before he came on, I was told by the partners that due to good performance I could (if I keep it up) make partner in 5-8 years, which would be a huge deal for my career. However, having to deal with my new boss has me totally unmotivated and dreading coming to work every day. Am I overreacting based on the events above or is it time to reevaluate my future with the firm?
