Allowing a Dangerous Boss

I'm honestly just putting this out because i needed a place to vent and be livid. My boss has been horrid. Sliding past the unnecessarily 'urbanized' shit he says when he notices me in view, the yelling he constantly does for little reason other than he wants to, and the crass jokes that go so far as to talk about nearly sexyal acts, he has outdone himself. A few days ago, he came to work late in a drunken stupor. When I say late, I mean he was likely there near midnight, when no one else was there. That's not unusual, the owners have allowed this apparently since he started. In his drunken state, he was saddened/depressed about the failure of his last relationship. To the point of bringing a gun with him to work and, apparently putting something on Facebook that led his ex to be worried about him…

To the point of bringing a gun with him to work and, apparently putting something on Facebook that led his ex to be worried about him being suicidal at the job. Worried enough to get in contact with the next highest up at our business AND my boss's father, and roommate.

They chewed him out for a bit and then after an awkward goodbye, boss left for rehab.
Six days later, he's back.
Nothing has changed.
I eventually found evidence of bullets (rifle) but that worried me enough to go into my boss's desk to find an empty holster, what could have been a box of pistol bullets, and a mostly empty glass bottle of whisky.

I'm terrified. No one in their right mind would let a drunk person weild a gun. No one in their right mind would allow their employee to be drunk on the job.

I shared my concerns with someone who works under the same owners, but with a different company. Through them, my words reached HR, and HR told them they needed evidence to make moves happen.
For a moment, I felt hope.

And then I got an email from one of the owners, unprompted.
This email said he, the owner, was aware of the situation, and that he had discussed it with my boss. He said I was kept anonymous, but there are three people employed here, not including my boss himself. (So I'm already existing on the idea my boss knows I said something to someone).

“It won't happen again”

My boss has been complained and reported on for making others feel uncomfortable, drinking on the job, and not doing his job many times before. Last I heard, the complaints stopped because they were told “to stop complaining, cause we need him to have his job”.

So I'm just fucked. If I end up seeing a horribly gruesome scene, oh well. If a bullet ricochets as some random unfortunate event and hits me or someone else, oh well.

Tl;dr, the owners of where I work are fine with my drunken suicidal boss bringing a gun to work to try to kill himself, tells me “It won't happen again,” even though it's obvious it will because they don't punish him.
