Almost got written up at work for discussing pay but still got the raise. What does this mean?

I work a part time job where I found out through one of my coworkers that a new hire was getting paid more than me. I did not bring up this topic, this coworker simply told me about the conversation they had with the new hire. I was honestly really pissed off and I’ve been having issues with this new coworker anyway. I asked my boss to match my pay to the new hire’s. My supervisor is not in charge of things like salary so he had to go up to upper management. A couple days later I was informed that it was against company policy to discuss salary at work and that I could get written up for it (my boss is simply the messenger, he did not know about this policy). I’m confused, why would management threaten to write me up next time and still give me the raise?
