I have applied for dozens of jobs over Christmas and the New Years and keep getting these rejection emails from Seek or “application was viewed by employer” but haven't been able to get so much as an interview. I always include a cover letter and even personalise it to the job I'm applying for. My resume is fine, no major gaps. This is so frustrating. What am I doing wrong?

I gave my two-weeks in to a company in New York City that got me sick with COVID twice within the few months I worked there. During my second infection, I got fed up and gave my manager a two-weeks notice on December 9th. She begged me to stay for two more weeks and because I wanted to leave on good terms, I stayed. I just reported my work through my states department of labour for an a couple OSHA violations. To make a king story short, the ramp was built in the late seventies and has never had any of the traffic booths replaced since the 1980’s and hasn’t done any major work on the ramp because laying concrete at one of the entrances and fixing a portion of the scissors walkway on the back of the ramp after a small section of concrete fell when a manager who had only worked here for a few months touched it when he saw it loose on the ceiling. In his own words he said “it could have killed a small child” This ramp has been going through many renovations, but nothing can cover up all of the conditions and disrepair beyond replacing large sections of the ramp, including traffic booths. A quick reminder
A little bit of background. I got to the USA, 7 years ago. I’ve hold all kind of jobs, from a retail store to a warehouse, 10+ different jobs and positions just looking for the right thing for me. All of them in a big metro area in the PNW and all of them with a disproportionated amount of white people managing. It’s very easy to see the contrast, all none managing positions have a strong ratio of non whites in them, and some companies have quotas to fill, but as soon as you climb the hierarchy ladder you can see that the positions in charge of policy making are occupied almost entirely by white people, I’ve seen this over and over again in each job I’ve held. Can anyone explain?
Clinical interview
TIL at a now defunct Portland Oregon restaurant, Poor Richard's, Hal, the owner had a clinical psychologist do the job interviews. Most employees had decades of service. I probably would not have interviewed had this been the case I found this article and I'll add the following quote from it.
