Background Check and Finger Printing Mandated for Tenured Nurse?

My wife is a nurse at a surgery center and has been at this job for many years. They were told that they have 2 weeks to go get finger printed and are subject to background checks. The company is paying for the application fee, but are saying that it is up to the employees to pay for the actual finger printing. I thought this all sounded very odd considering she'd been there so long and they had never said anything about this. They also aren't paying for the finger printing, travel/mileage to the facility to get it done, or for her time involved in the process. The finger printing is only $10, but I don't think that should matter. If this is being mandated at work, shouldn't they have to pay for everything? We're in Minnesota.
