been doing manager’s job for no extra pay

Here's the deal: I work in grocery at the lowest level, steward. A few months into my employment my manager asks if I want to take on the special order department. Basically dealing with individual customer's orders. It requires a desk, email, and a phone extension. In addition, I would have to continue with steward duties. I assumed I'd be receiving more pay, but lo and behold I've been told numerous times now that there just isn't any money in the budget. I come to find out recently that this job is actually part of the assistant manager's job description. I've literally been doing someone else's job for no extra pay for almost a year now. I could use some advice on how to proceed.
