Boss abusing people & running business under the table for 20yrs

I've been working for a guy for about 4 months not far from Pittsburgh in Washington County who does basic house work type stuff. He has multiple employees, all under the table with limited hours, no benefits etc. Mostly good reviews although some very bad ones which are telling and accurate. He's been running his business like this for 20 yrs probably. He's in his late 40's. His accountant is fully aware. Former employees are obviously aware. He goes through a lot of employees for obvious reasons. Although a big reason probably being because he's an asshole in general. Really shitty toxic personality. He lies to new employees about the hours and pay raises while charging customers exorbitant prices. Pays badly. Treats people like shit in general. He must be making like 150k a year or more. Has a nice big house. Probably paying taxes on half of that income.…

He's been running his business like this for 20 yrs probably. He's in his late 40's. His accountant is fully aware. Former employees are obviously aware. He must be making like 150k a year or more. Has a nice big house. Probably paying taxes on half of that income. What is the correct course of action here?
