Boss wants me to be on call without pay.

I work at a small business and recently I’ve been being scheduled more and more “on call” shifts. Our on call policy is that we are expected to basically “sit at home or do something at home until we call you in if we do”. I asked my boss that since I’m slotting that time out for work I should be paid for that time, and was told no. My on call shifts are getting to the point they’re wanting me to be on call for upwards of six days a week which is keeping me from having a second job. (In terms of hours for this month I have 80 hours, 50~ of them are on call) Thoughts?
