Can a manager take your tips away?

I don’t work in a restaurant. I work in an animal facility, we do a multitude of things including boarding. It’s common for people to pick up their dogs after their vacation, pay their bill and then sometimes leave us a nice tip. At the end of the month, the manager counts up the tips and divides it amongst us. Sometimes it meh, sometimes it’s great, but money is money and I normally use it to pay a bill. Sometimes has been very off with him lately. He rarely shows up at all, I go weeks at a time without seeing him. The rare occasions he does come in, he’s in love a foul mood… unfortunately, he’s been taking that out on us. Over everything. He follows up every single nasty note (he isn’t around enough to actually hold a meeting; he either leaves a note or sends us texts…

Sometimes has been very off with him lately. He rarely shows up at all, I go weeks at a time without seeing him. The rare occasions he does come in, he’s in love a foul mood… unfortunately, he’s been taking that out on us. Over everything.

He follows up every single nasty note (he isn’t around enough to actually hold a meeting; he either leaves a note or sends us texts off the clock) with this: “if anyone of you do _____ one more time, your tips are gone for the month”

I’m talking something as little as one of us forgot to clock in one morning. We got a text saying if someone forgets to clock in again, we no longer receive our tips.

Is this legal?
