Can a place of work keep you without clocking you in?

My youngest sister (17) has just showed up to her shift today and was told that they had too many staff in so she shouldn’t clock in and just wait in the staff room until ‘further notice’. She works for a big chain restaurant in the UK – can they legally do that? I think she should just walk out or clock in & wait but – thoughts?
