Can a server actually OWE the restaurant based on tips made?

I am a server at a crab restaurant. This week when I went to receive my paycheck my employer told me that I actually OWE the restaurant money for a “Owner Cover Tax”. I have been a server for years and while my checks have sometimes been slim, I've never owed the restaurant money and something about this situation feels illegal. Please advise
