can an employer change your pay rate or type of pay without you consent?

I'm in the restoration field. When I started I was an hourly employee, asked for a raise it was either a 2$ an hour increase or go to commission. I started commission, they gave me a 1300 draw a week. It started at 20% then 2 months later it was changed to 15%. I want to make clear they owe me money and never seen a commission check. I go in today and get a letter of my new pay format. It's hourly with bonuses. It's a pay decrease… can my boss constantly change the way I'm paid? It said 24 an hour with bonuses, I told them it's either 27 an hour with bonuses or how were doing things now or I'm gone and putting my 2 weeks in. Say they don't go through with either option and I put in my 2 weeks.. can I call the department…
