Can an employer ‘punish’ you by making you clean restrooms?

I work retail around clothing and my employer told us during training if they don't see us greeting and smiling at customers that they can either write us up or make us clean the restrooms. I don't think it's in my job description as they already have outside companies that are paid to do janitorial work. They just said that we can do that because it's in our description to 'make the customers happy', which part of that is 'a clean restroom'. Can they actually do that? This is the first time I've ever been told this before at a job.
