Can my boss take my PTO out of my last paycheck if I leave or change my hours before the year is up?

My boss gave me two weeks PTO and then “borrowed” two more days from the following year so I could take time off for surgery. Well I've been trying to go down to part time for health reasons and she keeps going on about how she is going to have to recacul my PTO and take it out of my pay because she gave me two weeks off based on me working a 40 hour work week for the year. Now I'm just trying to leave, period (the horror, absolute horror of this woman's conduct is not to be believed) and based on these conversations about me going to part time, let alone quitting, I'm absolutely sure she is going to tell me she is going to take one week plus the two extra “borrowed” days from next year out of my last check. Does anyone know if that's legal…
