Can someone explain why my fast-food job is complaining about labor and costs being too high, while constantly hiring new employees?

Sorry if this is the wrong sub, I will delete if needed. For context, I'm 17, and was working there for about a little over 3 weeks now. It's a pizza place. I was hired recently, and while I was hired, I saw two new people come in. It has a sign saying “HELP WANTED!” and sounded desperate. And no, it's not a toxic environment, everyone there is pretty nice. But, I'm noticing how the manager keeps saying they're using too much on labor and food and blah blah blah, while having a bunch of new people constantly getting hired. Correct me if I'm wrong, but wouldn't it make more sense to just use your current employees, as new hires are liabilities until they know what they're actually doing? I'm even getting messages saying to not show up to specific shifts now. Can someone here with more experience explain why…
