Can this happen?

Step son works for a city entity. New manager arrives, forces two employees to quit and now his department is left with four employees. Each employee works 12 hours (2 per). Manager has denied any days off or vacations for the remaining four. Manager says until they get up to speed, it’s all hands on deck. Call it forced overtime? My question is, can this be legal? Burn out? Non union btw..
