Company won’t provide PPE

So, the PPE in specifically referring to is respirators. My company says they are optional, and it does say that on the Safety Data Sheet on the chemicals, but we had over 400 gallons spill out and me along with a couple coworkers were responsible for cleaning it up and we all had nosebleeds and trouble breathing for the next couple of days. We have requested them, but all we keep hearing is how it would be a lot of work to get a respirator program started. I was just wondering if I have any legal routes I can take. I'm in Pennsylvania, if that's helps. Thanks!
