Coworker said she hopes my plane crashes

While I was away, my coworker, who now works at a different location, 10 minutes away, told coworkers she hopes I don't come back and that my plane crashes. I was told by my manager (one of the good ones) that she was told by higher ups to stay out of it and that they would be conducting an investigation. It's been 3 weeks and still nothing. At the 2-week mark, I met with my manager's manager, the one doing the investigation, and she said can't go into details about disciplinary issues with other coworkers and that I should speak to HR, as it's more an HR issue. When I met with HR yesterday, I was told she would start an investigation. I said the incident was brought to their attention 3 weeks ago and that the big manager had investigated and referred me to HR. HR told me to…

I was told by my manager (one of the good ones) that she was told by higher ups to stay out of it and that they would be conducting an investigation. It's been 3 weeks and still nothing. At what point do I go above them to the Executive Director?? Maybe even the board?
